About The Position
We are looking for a Civil Engineer Associate to perform professional civil engineering work in researching, checking, computing, conducting field work needed, and working with consultants in the preparation of plans, designs, details, specifications, cost estimates, environmental documentation, and various reports for the construction, maintenance, and operation of a wide variety of civil engineering projects. Under general supervision, provides technical advice and guidance for all phases of assigned engineering projects and programs, ensuring the successful conclusion of all phases within an appropriate time and at appropriate cost.
Responsibilities include performing fundamental design and modeling tasks; assist in preparing permit applications, CAD, or GIS work; participating in data research, collection, and compilation efforts; analyzing and correlating scientific and engineering data to recognize discrepancies in results using a series of related detailed steps or processes; assisting in preparation of reports, studies, and technical memoranda; reviewing, evaluating and verifying the accuracy and constructability of designs, data, and reports, and other documents before submitting them to the next level review; adhering to project deadlines and keeping the Supervising Engineer or Project Manager informed of project progress; responsible for proper quality assurance and quality control on projects of moderate complexity to ensure projects meet company, industry, and client expectations.
Primary Job Expectations
- Processes public and private development plans and development actions
- Reviews designs, tests and assesses materials
- Performs necessary data collection and calculations in areas such as traffic forecasting, soil capacity, groundwater analysis, and structure design.
- Estimating costs, personnel, and material needs
- Inspecting aging infrastructure and overseeing improvement projects.
- Reviews, investigates, and develops appropriate recommendations regarding assigned engineering project.
- Supports Project Manager or technical advisor, on small-to-medium site design, construction, expansion or modification projects.
- Evaluates and administers contracts with vendors for the provision of services and equipment.
- Collaborates in site strategic planning and budgeting efforts for designated engineering areas.
- Assists in the development and evaluation of Appropriation Request (AR) for capital funding.
- Reviews and recommends the approval of plans and specifications for streets, drainage, sidewalks, bridges, water and sewer installations, and other municipal improvements.
- Reviews projects to ensure conformance with City Standards and City Code; reviews plans; interprets deeds, plats, and rights-of-way; performs surveys.
- Meets with the public, contractors, developers, project engineers, owners and City staff; responds to inquiries and complaints; answers questions and provides requested information.
- Confers with Construction Inspector on inspection projects to assure conformance to plans and specifications. May conduct final inspection to assure when necessary.
- Performs field engineering duties as needed.
- Prepares budgets for Capital Improvement Projects, develops contract documents, provides project engineering and management, solicits proposals, bids, and quotes and administers contracts.
- Provides technical guidance to engineering technicians and other engineering employees when assigned to a project.
- Prepares detailed engineering analysis for submission to various federal, state, and local agencies regarding projects.
- Reviews proposed annexations, subdivisions, planned unit developments for compliance with City codes, standards, and specifications.
- Prepares cost estimates for a variety of public works construction projects.
- Prepares correspondence, and special reports as needed or assigned.
- Responds to inquiries concerning engineering operations in the City.
- Represents the Engineering Division at public meetings as assigned.
- Assists in developing long-range and short-range Public Works improvement programs.
- Performs other duties as required.
Education and Experience Required:
- B.S.C.E. or equivalent from an ABET accredited University
- Years of Experience: 3+ years
- EIT, PE preferred
Additional eligibility requirements:
- Minimal level of client engagement
- Member of Professional Organization preferred

Work Environment
- General office environment requiring long periods of sitting at computer. The environmental conditions generally include ambient inside temperature, lighting, and noise level.
- May require an irregular work schedule and overtime hours
- Due to the collaborative nature of this position and accessibility for in-house and on-site client meetings, it is important that the work may need to be performed in the office and during normal business hours.
